The Trade Compliance Specialist, Senior will be a key player in Agilent’s Global Trade Compliance team. This position will be responsible for performing global classifications in the Harmonized Tariff System and Export Control Classification Numbers. The ideal candidate will be subject matter expert to determine import/export classifications using WCO Explanatory rules, GRI, Customs and Court Rulings of different countries, EAR, ITAR, NRC etc. The compliance specialist will also work closely with and provide guidance to trade staff located globally in US, China, EU & APAC.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Responsible for determination of Harmonized Tariff Schedules and Export Control Classification Numbers for Agilent Products in compliance with General Rules of Interpretations, WCO Explanatory notes, government binding rulings. EAR, ITAR, BAFA and other applicable regulatory agencies.
  • Ability to research, substantiate and justify the HTS & ECCN classification for Agilent products especially finished goods, equipment, raw materials, and non-production items with strong focus on chapters 85 – 90, inorganic & organic chemicals, chemical standards, certified reference materials, pharmaceutical and other chemical products & consumables of Chapter 28 – 38 in alignment with applicable rules and regulations.
  • Apply regulatory, judicial, international and/or local Customs decisions/views to products being classified.
  • Responsible for arguing and defending accurate classification positions, drafting, submitting, and monitoring ruling requests
  • Work with regional global trade teams to identify and implement short term and long-term strategic cost savings strategies, e.g., FTA, tariff engineering, etc.
  • Identify and document trade compliance operations opportunities and gaps in procedures, partnering with relevant functional experts as appropriate
  • Mentoring team to manage quality, improve efficiency and regular trainings to ensure high standards in classification.
  • Maintain appropriate recordkeeping to support classification determinations. Monitor and audit data to ensure the accuracy of classifications and conducting Root Cause Analysis in conflicting incidents.
  • Conducts product reviews, including classification and other government agencies regulations
  • Participate in compliance audits/assessments, review corrective actions, and evaluate compliance Risks.
  • Act as expert and keep abreast on compliance laws and regulations affecting export/import classifications and train other employees on classification and international policy changes & new directives.
  • Analyze and deliver improvement and/or cost savings opportunities.
  • Prepare various reports which assist in daily operations
  • Perform other duties as assigned

Qualifications

  • Bachelor’s/Master’s Degree in Engineering, Biotechnology, International Business, or equivalent experience in Trade Compliance
  • 7+ Years of work experience in the field of International Trade and Customs with strong exposure to Trade Compliance (International / Domestic) and strong understanding of import/export classification concepts and strategies.
    Strong project management skills with the ability to multi-task and stay organized
  • Experience in enterprise resource planning (ERP) system with exposure to global trade solutions modules like GTS
  • Product Knowledge of Engineering/ Chemical industry
  • Critical thinker with strong problem-solving skills
  • Aptitude for independent & teamwork, self-motivated require little supervision and work effectively with multiple cross-functional groups
  • Takes initiative to generate ideas to drive business and contribute to organizational effectiveness
  • Experience with Lean Six Sigma and other process improvement tools
  • Willingness to undertake new & challenging assignments.
  • Excellent communication skills with capability to express oneself clearly and completely (both spoken & written), includes ability to listen, analyze and respond.
  • Strong analytical aptitude and excellent skills with Microsoft Office products, in particular Excel, Word, and PowerPoint
