The Manager, Engagement Services is part of the Contract-to-Pay (C2P) team that is responsible for ensuring efficient, effective and compliant management of the systems and processes related to Purchase-to-Pay (P2P), External Expert (EE) and HCP contract to pay requests. Contract-to-Pay is part of the overall Global Assurance and Reporting Services within the Global Business Shared Services organization.

Working in a complex, matrixed high activity environment, the STL contributes to the team’s overall remit by managing a team of Engagement Specialists/Analysts who are responsible for ensuring accurate and compliant processing of requests in accordance with policies, procedures, regulations and transparency/disclosure reporting requirements. The STL ensures that each specialist/analyst is trained on the system and processes by planning training, identifying upskill opportunities and problem solving to ensure that they are supported in day to day operations and development.

The Manager oversees a team of direct reports to implement contracting and/or procurement support services within the assigned region of markets and/or business units. The incumbent will report to the relevant Regional Manager, Engagement Services. The Manager will help to establish the service delivery team within his/her assigned region, ensure and support harmonized processes by working closely with fellow STLs and will be responsible for recruiting, onboarding, training and providing direct line management support for team members. The STL will also work closely with the respective Regional Managers, Director, Business Partners, Payment team, Activity Owners and as required partner representatives (e.g. Champion) to report on performance of the site service team to include management of service escalations, service accolades and special project participation.

Major Responsibilities:

• Provide direct managerial oversight to a team of Specialists/Analysts

• Review and ensure completeness of incoming EE or PPP contract-to-pay applications/requests

• Coordinate triaging of requests to appropriate reviewer and business area

• Provide guidance to ensure appropriate approvals are obtained and retained

• High comfort negotiating timelines with confidence on behalf of the Specialists/Analysts, if needed/required

• Perform preliminary reviews to ensure AZ does not contract with any individual or entity that is debarred, excluded or restricted for any reason to do business with AZ

• Ensure timely receipt of executed agreements prior to the program start date, escalate as required

• Coordinate provider requests for changes to agreements

• Responsible for capturing the data elements to ensure adherence to physician payment reporting requirements for Open Payments, EFPIA and other state and country requirements

• Serve as an additional line of control in performing quality reviews to ensure effective and efficient management of assigned requests and delivery within agreed to Service Level Agreements (SLA); coach and guide Specialists/Analysts in resolving issues as a point of escalation

• Develop and implement a comprehensive data collection program, including communications and training for third party suppliers, by working closely with team members to establish a complimentary training program for both internal and external customers

• Establish partnerships with customers and key enabling function departments to ensure high quality services are delivered and to also stay abreast on changes in the internal and external environment that could impact our service support

• Learn and understand the key requirements for each country/business unit within the assigned scope of the STL. The incumbent should be able to address basic inquiries from Specialists/Analysts, internal and external customers as a first point of contact

• Build knowledge of AstraZeneca’s internal systems that are related to Contract-2-Pay (for example, HCP Connect/Engage, SAP, Reltio) and be able to address inquiries from Specialists/Analysts

• Contribute to new projects or assignments as identified to support overall operational efficiencies, and deployment of new or enhanced services within the region

• Support with engagements and act as backfill, as necessary

• Run and monitor team productivity, ability to run and analyze reports, oversee volume metrics and capacity, ensure compliance and lead operational meetings with direct team and broadly as required

• Support driving and embedding a culture of ethics, integrity and compliance in identifying potential policy breaches (for example, a meal cost that exceeds a policy limit) with a focus on partner and external customer experience

• Serve as point of contact for services related queries and escalations specific to aligned business area

• Approve Outsource Provider (OSP) resource work hours, note performance of individuals and report information as needed to line manager

• Own succession planning and backfill management for the team to ensure business continuity

• Conduct quarterly performance reviews of each member of the team and end of year reviews

• Work closely with the payments team to ensure proactive identification and remediation of payment issues and delays

• Facilitate and ensure back-up coverage during holidays, vacations, extended time off as required

Minimum Specific Requirements:

• Bachelor's degree (ideally Business Administration, Finance, Analytics)

• Strong project management skills with the ability to handle competing projects simultaneously and drive success through others in achieving aggressive timelines

• Good general knowledge of contracting, comfortable making decisions

• Demonstrated knowledge of SAP, and purchase to pay systems / processes, Procurement

• Experience in finance, auditing, quality assurance/control, SOX and/or risk management

• Strong ethical, collaborative and influencing skills

• Demonstrated experience leading team-based projects or assignments

• Excellent computer skills, including data and reporting software programs

• English verbal communication and writing skills

• Comfortable having difficult conversations from the perspective of improvement and partnering with colleagues within and outside of the organization

Preferred Background:

• Additional certifications (project management, shared services, contracting)

• Experience in or with the biopharmaceutical industry or a consulting firm working with biopharmaceutical clients or clients within a heavily regulated industry

• Understanding of Research and Development (R&D) and/or Commercial operations within a biopharmaceutical environment

• Working knowledge of / experience with payment transparency requirements in Europe (EFPIA), the US (Open Payments or formerly Sunshine Act)

• Managerial experience or significant coaching and mentoring experience

• Understanding of global payment transparency principles

• Global / cross-cultural experience
