Position Summary

The Greater Asia Health Economics & Public Health (HEPH) Senior Manager is accountable for prioritizing, setting, and achieving health economics and public health goals together with BD’s Life Sciences business segment. The Senior Manager will report to Director, Strategic Access, Greater Asia, and work with global and country Public Affairs teams to execute team priorities in alignment with business, prioritized by feasibility, business impact and strategic importance. The Senior Manager is also responsible for consolidating and recommending additional resources (ie. new tools, systems, pilots, programs) based on set priorities.

Job Responsibilities

  • Drive health economics deliverables including evidence generation and value tool development:
    • Align on health economics priorities in collaboration with business teams and functional partners (e.g. Medical Affairs, Regulatory Affairs).
    • Evidence generation: Health economics studies, including cost effectiveness and budget impact models; epidemiology modeling; systematic literature review and meta-analysis; retrospective observational studies. Publish evidence diligently in peer reviewed journals and clinical/professional conferences.
    • Value tool development: Partner with business to strengthen BD technology value proposition and develop value communication materials such as value brochures, evidence compendiums, and presentation decks to empower communication by commercial teams.
  • Develop public health partnerships and programs:
    • Bring insights to commercial teams on public health customer needs in order to help commercial teams build solutions in which BD is a key partner in addressing public health priorities.
    • Expand access to and create an enabling environment for public health priorities via partnerships with leading organizations, governments, and customers.
    • Partner with cross functional team and external stakeholders in developing public health programs that use data to demonstrate the cost-effectiveness of the program, to finetune, and to scale up.
  • Stakeholder excellence:
    • Lead project management and ensure clear communication on the progress, risks and achievements of key health economics and public health priorities to relevant stakeholders.
    • Conduct stakeholder mapping and establish strong network with KOLs and relevant government agencies. Proactively manage the network through project partnership and regular dialogue at symposiums and conferences.
    • Drive BD health economics and public health thought leadership externally with a goal to strengthen public health policy and implementation success.
  • Lead functional excellence:
    • Develop standardized learning resources, cross-functional collaboration framework/process, publication, documentation, and SOPs. Lead the exchange of resources and insights within the region and with global to create synergy, and the strategic utilization of collaterals.
    • Onboard new members. Support countries that do not yet have HEOR or public health resources.
    • Foster an environment that promotes the growth mindset and encourages talent to explore projects and opportunities that will build their technical capabilities through experience. Help teammates to identify opportunities to share achievements, best practices, and to learn from others.
  • Other responsibilities as assigned by manager.

Qualifications and Background

  • Advanced degrees (Master), such as MPH, PhD, PharmD, DrPH with 5~13 years of experience in HEOR, public health, communicable disease research etc. Prior experience working in the Asia Pacific regional capacity and IVD industry preferred.
  • Full understanding of HEOR, epidemiology, public health concepts, principles, and practices.
  • Understanding of how country-level, regional, and global health policies are made, and familiarity with how public-private partnerships for public health are developed and implemented.
  • Strong track record of successful execution of programs with moderate to high complexity and visibility.
  • Superior communication, interpersonal, project skills; Collaborative and works well in a cross-functional, multi-cultural environment.
  • Works with minimal guidance and acts as an independent and key contributor in cross functional team.
  • Strong career aspiration to succeed in a matrix business environment with a mission to accelerate public health development.
