Position Summary
The Executive Director, Health Economics & Outcomes Research (HEOR) will establish and lead the HEOR function, overseeing global strategies. This position will lead the integration of real-world evidence (RWE) and outcomes methodologies into clinical and commercial planning, shaping market access strategies for global market access, Health Technology Assessment (HTA) submissions, and regulatory filings. Responsibilities will span interventional and non-interventional research (NIR), comparative effectiveness, and prospective observational studies, ensuring robust value demonstrations that resonate across diverse health systems.
This position is remote with two corporate headquarters, Foster City, CA and Parsippany, NJ with occasional travel to the Parsippany office. The Executive Director will report to the Executive Vice President, Research & Development.
Primary Responsibilities
- Design and lead the execution of a global, comprehensive and scientifically rigorous HEOR program that is aligned with the clinical, commercial and market access strategies
- Build and manage team to support global and regional HEOR deliverables
- Lead the development of global value dossiers, cost-effective analyses and other key HEOR outputs for HTA bodies, payers and key stakeholders
- Oversee payer evidence strategies, including RWE studies, economic models, patient-reported outcomes (PROs), and statistical analyses (e.g., network meta-analyses)
- Lead value proposition activities and proactively identify evidence requirements to support product differentiation and payer engagement
- Lead the design, execution, and evaluation of comparative effectiveness and observational studies to meet HTA and payer requirements
- Develop and execute an evidence generation program, encompassing all study modalities (e.g., Interventional Research, Non-Interventional Research, Collaborative Research)
- Serve as a key thought leader, representing the Company in external engagements with HTA bodies, payers, and key stakeholders
- Drive collaboration with cross-functional teams (e.g., Medical Affairs, Clinical, Market Access, Commercial) to align HEOR deliverables with cross-functional strategies
- Prepare/review reimbursement materials and collaborate on market access strategies, RWE regulatory filings, outcomes-based contracting
- Provide strategic input into clinical trial design (e.g., patient populations, comparators, endpoints) to ensure alignment with HEOR evidence needs
- Oversee publication strategies and ensure dissemination of HEOR findings in top tier journals and conferences
- Work closely with the Medical Value Access Liaison (MVAL) lead to integrate field insights into HEOR studies and ensure alignment of global and US-specific evidence needs
- Represent the HEOR function in senior leadership meetings, and manage effective communications with various internal global/regional team(s), as well as appropriate external stakeholders, forums and meetings
Competencies
- In-depth knowledge of global healthcare systems, HTA processes, and market access requirements
- Excellent interpersonal, negotiation/influence and leadership skills
- Strong project management capabilities, including ability to manage multiple, complex projects
- Excellent written and verbal communication skills
- Proficiency in navigating cross-functional and multicultural environments
Experience
- Doctoral degree (PhD, DrPH, ScD) in health services research, public health, epidemiology, or health economics preferred, or a doctoral degree in a clinical discipline or a master’s degree (MSc, MPH) with significant experience
- 15 years of HEOR experience, including global regulatory and HTA
- Prior experience in RWE generation, economic modeling, PRO assessments; value-based insurance designs and key account management desirable
- Prior experience in coordination and development of evidence packages for submission to HTA agencies to secure reimbursement in key global markets

Salary Statement:
Offered compensation is determined based on market data, internal equity, and an applicant’s relevant skills, experience, and educational background. The salary ranges displayed below are only for those who, if selected for the role, will perform work in the specific locations listed. Please note the employment opportunity is not limited to these locations.
General Salary Range: $300,000 to $315,000
