Job Description

We are seeking a Director, Global Access Solutions, Value & Access Strategy (VAS). This role reports to the Executive Director and Head of Value & Access Strategy (VAS) and will be located at Kite’s HQ in Santa Monica, California.

Kite is the global leader in Cell Therapy and is on the forefront of educating market access & pricing decision makers around the world on the curative potential and value of its transformational cell therapies for patients with hematologic malignancies. Despite their demonstrated high clinical value, much remains to be achieved to ensure that patients, providers, and health systems around the world have ready access to CAR Ts, so that their long-term clinical, economic, quality of life, and societal benefits may be fully realized by all key stakeholders.

You will be joining the Global Commercial Strategy, Value & Access function and will be the V&A Strategy lead for Global Access Solutions.

This role will be working closely with internal Government Affairs & Policy (GA+P) and Public Affairs (PA) partners in developing the Market Access policy strategy for Kite and plan on how to best partner with global health system stakeholders. You will also lead the development of a message platform: aka evidence-based CART value narratives, as well as price justification narratives targeted at payer policy decision makers to be used by colleagues in Gilead’s affiliates.

For Value & Access, Kite operates a Global – Regional – Local Value & Access operating model, with regional colleagues focused on Access implementation and support of the local affiliates. Global V&A+Strategy colleagues work with other Global Kite functions to devise strategy and shape clinical development programmes to best meet payer evidence needs. This role will be working with both Global and Regional (US, ACE, and International) colleagues to gain insights into the prioritized needs of the Kite business.

This role will have extensive visibility at the Kite Executive Team level. Pricing and Reimbursement and Policy strategies that will ensure the long-term sustainability for both Kite and Health Systems are a company priority.

Core Responsibilities

  • Identify the critical priority payer policy challenges and opportunities impacting current and future access to Kite’s Cell Therapies
  • In close collaboration with GA+P and PA colleagues, develop practical strategies to positively impact and shape the development of positive patient access policies ex-US
  • Informal leadership in the area of Value and Access policy, ensuring a consistent global plan, annual goals and policy approach on critical issues
  • Collaborate with internal cross functional partners across V&A+ HEOR, GA+P, PA and affiliate teams
  • Being an ambassador for Kite V&A policy positions in this area – driving positive external reputation in innovative approaches to patient access at strategic policy forums.
  • Transparent and clear communication on policy objectives, activities and outcomes
  • Collaborate with V&A+Strategy & HEOR to develop CART value message platform: aka evidence-based CART value narratives as well as price justification narratives targeted at payer policy decision makers to be used by colleagues in Gilead’s affiliates. Willingness and ability for hands-on development of narratives and communication material is a must.
  • Track, analyze and communicate in a timely relevant market access policy changes in major markets that affect Kite’s business and share best practice interventions across countries
  • Encourage and communicate policy thought leadership through reports and peer-reviewed publications with appropriate external partners
  • Develop and maintain responsible and ethical relationships with leaders of HTA agencies and related groups – leveraging senior Kite executive engagement as required.
  • As a member of the Access Strategy Leadership team, ensure Value and Access policy is embedded in the above brand global and country leader strategic agenda.
  • Cultivate agenda and actions from the quarterly HTA and Payer Policy Steering committee, consisting of senior Kite executives
  • Support partnership with the US Health Policy team to share learnings and experience from ex U.S. healthcare systems
  • Deliver external partnerships with cross-industry partners and multi-stakeholder organizations that work to solve Access challenges for Cell therapies

Basic Qualifications

  • Advanced scientific degree (i.e., MD, PharmD, PhD) and 8+ years of experience OR
  • Master’s Degree and 10+ years of experience OR
  • Bachelor’s Degree and 12+ years of experience

Preferred Qualifications

  • Bachelor’s degree. Advanced degree in a healthcare, business or economic field preferred (PH. D, MD or MBA)
  • 10+ years’ experience in a healthcare environment, preferably pharmaceutical industry or related consulting services, sufficient to have developed a deep understanding of the global payer and market access environment
  • Demonstrated experience in working in matrix organizations and supporting peers is a key expectation for this role
  • Knowledge and understanding of drug development process & hematalogic malignancy, rare oncology or rare disease therapy areas in particular
  • Excellent communication skills and experience in presenting at senior committees
  • Pharmaceutical business leadership, including experience in strategy development and interaction with customers
  • Familiarity with strategic and operating planning processes
  • Knowledge and understanding of health economics and associated skills
  • Demonstrated marketing and market access leadership and results

Health Systems & Trends

  • Extensive understanding of the Global hematology / oncology market access landscape, the business of cell therapy and healthcare system dynamics
  • Detailed knowledge of payer systems, pricing and reimbursement mechanisms, decision-makers, and payer stakeholder behavior for relevant markets (US, EU5, Japan)
  • Ability to critically analyze price /reimbursement / access potential for current products, pipeline assets, and competitor products

Evidence Planning, Generation and Synthesis

  • Expertise on HTA assessments including value frameworks utilized, methodologies, trends, and drivers in relevant markets
  • Excellent understanding of HTA expectations, as it relates to evidence requirements and how that can inform the integrated evidence plan
  • Ability to guide evidence requirements, prioritize needs, and finalize communications to inform the integrated evidence plan
  • Ability to guide the development plan and lead inputs based on payer requirements / market access trends

Value Communication

  • Deep understanding of value story needs, requirements, gaps, value dossier needs, and market / payer requirements in relevant markets
  • Ability to understand and leverage clinical and HEOR data and how it can address gaps
  • Ability to provide guidance for value story that leverages data to address evidence gaps and resonates with payers / stakeholders across geographies

Stakeholder engagement

  • Highly skilled in influencing cross-functional teams, including interfacing with key internal and external stakeholders and with scientific and commercial teams
  • Excellent interpersonal, oral and written communication skills, including ability to synthesize data and deliver a clear overview of commercial strategy, opportunity and risks

The salary range for this position is: $201,025.00 - $260,150.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
