Position Summary:

Thermo Fisher currently is seeking a Trade Compliance Operation Manager to join our organization to support our operations in China. This position must have oversight of existing operation teams to find ways to partner with other functions. With this role, international trade compliance improvement, Cross-functional project will all be handled and improved. This position will collaborate with Global Trade Compliance and local Commercial team in legal, trade compliance, and operation as well as external customs broker and agents. This role is encouraged to grow independently.

Job Responsibilities:

  • Conduct periodic transactional monitoring and procedural review to identify compliance risks and optimization opportunities through analysis of customs single window declaration data according to TMO policies, procedures, and controls.
  • Lead and ensure operations requirements for AEO are implemented and sustained.
  • Work with other functions (eg, Logistics , Global/Local Supply Chain , GTC, finance, regulatory,procurement, comercial etc) to initiate and deploy activities on various cross-function projects.
  • Monitor relevant trade compliance regulation and lead local and regional import/export compliance awareness training from TMO related regulation (eg HS Code, customs valuation, FIM(Freight & Insurance Management), Free Trade Zone management and other qurantine)
  • Develop and implement trade compliance processes and procedures. affecting China and provide practical advice.
  • Act as a contact window on behalf of supply chain to coordinate with supply chain team, legal team audit and external customs audit to finish internal and external audit regarding the customs affairs and government audit.
  • Interface with customs and other government agencies as well as internal functions and external vendors to investigate enterprise favor & continuous improvement policy and follow till close.
  • Advises on supply chain, GTC with trade related compliance risks and issues, especially for export sanctions, export control, supply chain optimization or other China specific regulatory matters.
  • Support ECCN determination and Denied Parties screening efforts for business enquiry.

Qualifications

Knowledgeable on AEO and Customs audit Knowledge and expertise in US and China Export Control (ECCN, sanction screeing) Validated experience of handling Customs affairs. Experience of processing trade is plus. Confirmed experience of customs regulations control. Sufficient experience of project management and data analysis. Excellent communication skill with internal, cross function and external. Skilled in using Power Bi, SQL is more welcomed. Proficient English abilities.
